“Windows Journal” is no longer supported. Starting with the Windows 10 Anniversary Update (version 1607), a new feature called “Windows Ink” has been introduced.

When you start the application “Windows Journal” for the first time, a pop-up “Do you want to install the Journal Note Writer Printer Driver?” Will be displayed, so click “Install”.
